At the beginning of June, the prison of South western Finland started operations. In the beginning it meant that the organisations of Turku prison and Turku remand prison, situated on Turku Kakolanmäki hill, merged and began functioning under a new name. At the end of 2006, the institutions of Kakolanmäki will move to a new prison building to be built in Turku Saramäki.


While the prisons merged, the names Turku prison and Turku remand prison went in history. Before the year 2001, they were known by names Turku central prison and Turku provincial prison. The nickname “Kakola” is known by the public. From the beginning of June both prisons operated under the name the Prison of South western Finland.

The merger of two prisons has been planned and realised stage by stage since the year 1996. The aim has been to eliminate overlapping functions and unite resources so that the tasks and functions would be taken care of as sensibly and economically as possible. Before the merger, both prisons carried out common performance guidance negotiations, and they united functioning practices and directions.

The staff of the prisons were transferred straight to the service of the South western prison of Finland. The merger of the institution was planned in close co-operation with the staff. The education and training of the staff for the merger is being realised in a separate development project the target of which is to create an active functioning culture and positive working atmosphere for the new institution.

The establishment of the South western prison of Finland is a part of the new-building and renovation programme of the Prison Service. A new closed prison will be built in Turku Saramäki which will replace the present institutions situated on the Kakolanmäki hill. The new South western prison of Finland will be a modern penal institution, answering to the present and future challenges of the prison administration. In the institution, different sentenced and remand prisoners of different ages, sexes, with different lengths of sentences and requiring different levels of security will be placed.

The South western prison of Finland will be directed by the governor. The governor of Turku remand prison, Juhani Järvi has been nominated to the post of the governor.
