Director General Esa Vesterbacka elected to the Board of Directors of the International Corrections and Prisons Association ICPA

Director General of the Criminal Sanctions Agency of Finland Esa Vesterbacka was elected to the Board of Directors of the International Corrections and Prisons Association ICPA for 2018-2021 in the annual general meeting held in Montreal on 23 October 2018.

ICPA is a prison and probation association established in 1998 and its members include, among others, public sector agencies, researchers, non-governmental organisations, and business entrepreneurs throughout the world. The goal of the association is to promote and share ethical correctional practices and, thus, enhance public safety and healthier communities worldwide. The Criminal Sanctions Agency joined ICPA last summer but Finland has participated in the conferences arranged by the association actively even before that.

The election of Esa Vesterbacka, who has been the Director General of the Criminal Sanctions Agency of Finland since 2005, was furthered by his wide experience and highly respected position in the European correctional organisations. He was, among other things, elected to the Board of EuroPris, the European Organisation of Prison and Correctional Services.

The Finnish penal system arouses interest around the world and many countries have used it as an example. In particular, Finland is known for its low prison population rate, the extensive use of alternative sanctions, the open prison system, the close cooperation between the community sanctions offices and the prisons, as well as the systematic planning of the sentence term.

Besides being a great opportunity to share Finnish knowhow, Director General Vesterbacka considers the membership of the ICPA Board of Directors a chance to expand the international cooperation network of the Criminal Sanctions Agency. We need international cooperation so that we can develop our work based on the latest research results, technical innovations, and rehabilitation programmes.
